It does and it doesn’t – you automatically get hellbanned if you too often send tweets to people that make them block you. The idea being that I cannot hellban you if you’re not bothering me, but if you @ me and I block you, that counts against you (for some period) and if that happens too often within the period, you get hellbanned (and also not a complete hellban because e.g. your followers can still see what you’re posting.)
