Well I guess it might lower the number of games by making it harder to run a gaming studio but giving a gift like that to entrenched interests in the space seems like it might be the exact opposite of what you want.
Have game companies not be awful
I mean you’re free to stop running your awful game company at any time. Your competitors will thank you, it means fewer games they have to compete with.

Dead Cells was made by an anarchist cooperative and it’s pretty fucking great
Dead Cells costs 5x as much as the typical “small indie” price point. If it had never been made, that money could have been spent buying five small indie games instead but it wasn’t and so five small indie studios will probably close because of Dead Cells success. I’m not sure why this is an example of good things happening in the games industry.
